Job Description

Job Objectives:
 
Through the delivery of efficient engineering support, outage execution practices and maintenance practices support the safe & reliable operation of Qatalum’s power plant to ensure stable and secure power generation to the whole Qatalum facility in accordance with defined objectives and Qatalum standards. In the event of a partial or total loss of power to the Qatalum aluminium plant provide full support to achieve the safe and speedy restoration of power to the whole facility.
 
Job Description:
  • Ensure the development of nationals and to take on adequate positions should be given special attention.
  • Ensure the effective achievement of functional objectives through the leadership of 5 direct reports by setting departmental and individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal in order to optimize individual and departmental performance.
  • Actively develop and maintain Succession Plans for the department. Also play an active role as a mentor.
  • Comply with all agreed occupational health, safety and environmental regulations in order to protect personnel and physical assets. Ensure that the work areas are kept in a clean and tidy state in order that work can be carried out safely and effectively.
  • Adherence to world class best practices for safety, health and environmental standards.
  • Take ownership of the Work Permit system within the power plant to ensure the highest standards are maintained in order that there are adequate numbers of authorised personnel and to safeguard working parties
  • Show visible HSE Leadership with regular Safety Tours
  • Ensure the departmental reports are prepared as per management request, in a timely and accurate manner to meet company and department requirements governing reporting.
  • Submit all legitimately required reports to other departments in a timely manner.
  • Develop and gain approval for department policies and procedures ensuring their alignment to overall business objectives. Monitor and control implementation and advice on the policy application to ensure that they are properly communicated and widely understood.
  • Ensure that all business processes specific to the Power Group are followed, including those that cater for forecasting, measurement and verification of any transactions within 3rd party agreements.
  • Propose Key Performance Indicators, supporting targets and indices that reflect the objectives for the power plant.
  • Manage actions that relate to the accomplishment of the targets and track related indices.
  • Provide input and recommend the continuous improvement of the company practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans.
  • Contribute to the identification of opportunities for continuous improvement of department system, processes and practices, cost reduction and productivity improvement.
  • Support Power Group’s Improvement Specialist to best ensure the continuous improvement of operational capabilities to reduce risk & improve efficiencies.
  • Ensure work practices are regularly reviewed and continuously improved in conjunction with the other departments particularly with respect to improving the reliability of power supply equipment – in so doing develop tools to ensure the most efficient maintenance of the plant accounting for health safety & environmental as well as reliability & financial considerations
  • Provide full support to the operational incident investigation process to ensure all root cause analyses are performed in a thorough manner and that resultant actions are closed out efficiently.
  • Assist in the coordination all department personnel training needs to support Continuous Improvement initiatives
  • Actively encourage department staff to make their contribution to improvements, record these suggestions, and make use of them where applicable, providing feedback to the originators.
  • Cost responsibility for 14M$ and to operate effectively within their budget.
  • Prepare an annual budget in accordance with the established corporate framework and the guidance of the Power Group Manager.
  • Regularly monitor expenditure to ensure adherence to the established budget or acceptable justification of necessary departures from it.
  • Proactively support the Chief Power Officer in determining and implementing improvements or in making changes.
  • Ensure that the Chief Power Officer receives regular updates on issues which have an influence on decisions made relative to the Power Group and within other areas.
  • Keep the department staff regularly updated on issues which have an influence on activities within their areas, and information that might be of common interest.
  • Carry out regular assessments in order to identify any developing risks for inclusion within the established risk register and where necessary assign adequate resources to ensure close out of issues
  • Ensure that the engineering support to power plant as well as power plant maintenance are carried out in a manner that safeguards plant integrity and reliability, maximises asset lifetime and efficiency, and minimises cost.
  • Continually monitor the status of issues that affect risk to plant operations, identifying and prioritising the required actions, and driving forward the solutions.
  • Direct and monitor the planning and prioritisation of maintenance of the operational plant, to maintain both the demanded high plant security and high availability
  • Co-ordinate, in conjunction with the Operations department the integration of daily maintenance and power plant outage activities, setting priorities on a daily basis and identify any operational concerns for long term planning.
  • Ensure the timely supply of all spares and consumables to ensure high availability and reliability of the plant.
  • Encourage an active approach to monitoring plant parameters and long-term trends, putting in place procedures to ensure that all personnel understand the need for such a proactive approach.
  • Ensure that maintenance, engineering & power plant outage activities of the Power Plant are carried out in a disciplined and consistent manner based on Standard Operating Procedures that have been developed, reviewed & revised by the joint input of the departments (as applicable).
  • Ensure that maintenance of the Power Plant is carried out in a disciplined and consistent manner based on approved Work Instructions that have been developed, reviewed and revised by the joint input of both Engineering and Maintenance department personnel (as applicable).
  • Monitor & attest the quality of work performed, particularly during outages of main generation equipment to best ensure high reliability & availability of supply of power to the Qatalum facility at all times.
  • Monitor the activities of contractors that have an influence or may have an influence on running plant, providing guidelines for the Maintenance personnel to control these activities.
  • Support the establishment of documentation systems, for central management (Inosa and E&P) to support easy and effective access to information
  • Provide full support to the Operations & HV / Rectifier departments when major disruptions occur, to promptly, safely and securely normalise the situation.
  • Ensure that personnel are drilled, procedures reviewed and related support is available to ensure that readiness to respond to an operational crisis is maintained and kept in focus.
  • Regularly assess staff competencies and identify any required actions to be taken.
  • Ensure that the use of 3rd party agreements is within established boundaries to protect Qatalum interests whilst full advantage is derived from them.
  • Support the establishment and management of agreements or working arrangements with other parties who share common interests.
  • Responsible for the development and implementation of quality management systems and procedures.
  • To filter key points from complex details and develop plans accordingly.

Minimum Qualifications Required
  • Bachelor degree in a relevant engineering discipline
  • Vocational certificates in relevant areas such as Project Management & management of HSE are advantageous
Minimum Experience Required
  • 5 years in the management team of a combined cycle power plant.
  • 10-12 years in operation and/or maintenance of power plants.
  • International experience is an advantage
Job Specific Skills
  • Substantial knowledge of engineering practices, functions and processes involved in the operation and   maintenance of a Power Plant.
  • In depth knowledge of Combined Cycle Power Plant operation and maintenance.
  • Good management skills combining task and people orientation with the ability to reach satisfactorily negotiated solutions.
  • Strong health, safety & environmental ethics
  • Sound financial understanding.
  • Knowledge of typical legislation associated with power generation / distribution operation & maintenance
