Job Description

Job Objectives:
To manage a shift team to operate the Power Plant in a controlled and safe manner according to established procedures or guidelines and when necessary act immediately and independently to safeguard the integrity of the assets and reliability of power supply to the smelter and to assume responsibility of most senior person on site outside normal working hours.

Job Description:
  • Develop, review and maintain standard operating procedures and testing procedures as identified.
  • Follow all relevant departmental policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner, only deviating from these when judged necessary to safeguard plant integrity or security of supply of power to the smelter.
  • Assist in determining Key Performance Indicators and supporting Targets and indices for the Operations Department for health, safety and the environment as well as operational and business processes.
  • Manage actions that relate to the accomplishment of the targets that have been established. Ensure that the shift is conversant with and understands the Standard Operating Procedures, especially those associated with operational crisis management, carrying out group discussion and practical exercises. 
  • Actively support certifications and certification audits as and when applicable, e.g. ISO 9001, ISO 14001, OSHAS 18001.
  • Ensure that the departmental reports are prepared as per management request, in a timely and accurate manner to meet company and department requirements governing reporting.
  • Ensure that shift team members accurately and completely document their actions, events, plant statistics and performance indices and that check-sheet and log-sheets are used and registers kept up to date. 
  • Prepare shift log report.
  • Prepare and submit daily load forecast profile for Kahramaa and gas consumption nominations for QP.
  • Maintain accurate records of all shift activities and when necessary produce detailed reports. 
  • Communicate any significant changes in plant or equipment status to all relevant parties in a timely and clear manner, providing input to any evaluation of change in risk or priorities. 
  • Prepare operational incident reports as and when required and follow up until the issues are closed.
  • Prepare operational testing reports as required.
  • Prepare monthly department KPI reports.
  • Ensure compliance with all occupational health, safety and environmental regulations in order to protect personnel and physical assets. Ensure that the work areas are kept in a clean and tidy state in order that work can be carried out safely and effectively.
  • Act as an Isolation Co-ordinator as per authorization and as per HEC(Hazardous Energy Control) procedures.
  • Ensure all work permits have been assessed in regard to isolation requirements.
  • Carry out internal audits to ensure adherence to world class best practices for safety, health and environmental standards.
  • Carry out regular HSE Leadership Tours and actively encourage shift team members to raise quality HSE observations
  • Ensure that the Power Plant is operated safely and within environmental limits through the efficient operation of the installed equipment, and in accordance with defined procedures for routine activities
  • Control processes to ensure that work is carried out in accordance with the Qatalum generic standards for Health, Safety and Environmental control.
  • Be involved in Isolation Authority development and reviews.
  • Lead HSE incident investigations and take ownership of incidents until the resulting actions are closed.
  • Prepare and submit to HSE environmental deviation reports as and when required.
  • Provide input and recommend continual improvement of company practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans.
  • Contribute to the identification of opportunities for continuous improvement of department system, processes and practices, cost reduction and productivity improvement.
  • Actively encourage shift members to make their contribution to improvements, record these suggestions, and communicate them to the relevant parties.
  • Liaise with Training Coordinator to complete staff Competency Gap Analysis, actively involve in preparation of training packages.
  • Manage training plan implementation of the shift teams.
  • Train operators on the Plant Simulator according to the plan and according to identified individual needs.
  • Take ownership of improvement initiatives and lead improvement projects as and when identified.
  • Ensure “lessons learned” (plant incidents, operational issues, etc.) are captured and outcomes are sufficiently documented.
  • Support the development and training of National employees.
  • Supervise the day-to-day operations of the assigned organizational unit and comply with established standards and procedures to ensure that work processes are implemented as designed and that employees are motivated, understand what is expected of them, and perform according to the designated standards. 
  • Encourage and demonstrate to shift staff an active approach to monitoring plant parameters and long-term trends, proactively looking for issues and developing faults before plant reliability is affected and the instigate corrective actions.
  • Directly supervise the activities of the shift team during complex or unusual situations, and when the Assistant Shift Charge Engineer is occupied elsewhere.
  • Direct maintenance staff and contractors outside normal hours, and control short-term activities of contractors that have an influence or may have an influence on running plant.
  • Coordinate operations and maintenance activities in specific areas of the plant and monitor the activities of contractors that have an influence or may have an influence on running plant.
  • Periodically review shift staff competencies, rotating staff between positions and ensuring exchange of information and experience across the shift.  Propose any necessary training requirements for the shift staff based on these assessments.
  • Perform performance reviews and appraisals as per the standards and requirements.
  • Manage Shift Rota.
  • Mentor and develop Operations Technicians and Junior Shift Charge Engineers to ensure highest levels of capability and competency.
  • Deputize for the Power Plant Operation Superintendent when required.
  • Support the Operation Manager in the preparation of the Power Plant annual business plan, including the department budget.
  • Ensure that the daily nominations for gas supply and with respect to the Energy Sharing Agreement are accurate and timely, in order to protect Qatalum interests within these agreements.
  • Ensure prompt and accurate information is given to 3rd parties in order to minimize Qatalum exposure to unwarranted costs or contractual claims and to maintain a sound operational level relationship with these parties.
  • Continually identify, assess and mitigate risks to production and therefore priorities of any issues that arise, directing short-term maintenance priorities when necessary.
  • Lead a process to identify risks in nominated areas of the Power Plant and compile the relevant Risk Assessments for use in providing safe access to the plant for work to be carried out.
  • Provide around the clock shift cover as per Shift Rota.
  • Provide stand by cover according to plan.
  • Analyze operational data and compare data with previous reports, follow-up on findings.
  • Provide guidance and support to the Operations department to achieve and maintain world class standard.
  • Raise clear defect notifications as required.
  • Ensure short-term plant efficiency is optimized whilst at the same time providing the required energy to the smelter.
  • Ensure Operations testing is carried out regularly as per procedures and as required from time to time.
  • Carry out regular plant inspection rounds and follow-up on findings.
  • Manage chemical unloading and transferring in the most economical and safe manner.
  • Ensure effective and efficient return to service and operating regime planning.
  • Manage and optimize operational consumables.
  • Ensure compliance with all emergency/crisis procedures.
  • Instruct plant personnel as required and as per the emergency procedures during Crisis.
  • Initially act as incident controller when major disruptions occur, assess the requirement for back-up, support, import power, etc. 
  • Ensure that the shift is conversant with and understands the Standard Operating Procedures, especially those associated with operational crisis management, carrying out group discussion and practical exercises. 
  • Regularly review and optimize operational emergency procedures, in particular after any incident.
  • Plan, manage and review operational and HSE drills.
  • Continually identify, assess and mitigate operational risks.

Minimum Qualification Required
  • Electrical or Mechanical Engineering Degree
Required Experience
  • 7 -9 years experience in a continuous process plant, preferably a power plant.
  • 5 years experience Combined Cycle Power Plant operational experience
  • 3 years experience at Shift Charge Engineer level in a Combined Cycle Power Plant
  • International experience would be an advantage
